Everything here is community-reported - nobody official verifies it. When 3 reports that look independent (different network addresses) arrive within ~2 km in 15 minutes, the area shows as a reported outage. Outages fade after 8 quiet hours. Reports older than a day are deleted. No reports in your area only means nobody reported - it does not tell you power is on.
Privacy: your exact position is rounded to a ~600 m grid cell before it is stored or shown. Reports are tied to a one-way hash of your network address; the stored app data never contains the address itself.
